General Purpose: Reporting to the Grant & Contract Administration (GCA) Director, International Agreements and Export Control Licensing with primary responsibility for negotiating federal and corporate complex agreements and providing professional support and guidance to other GCA managers involved in the negotiation of contracts and related funds to faculty and staff. Serve as the department expert on FAR clauses and security regulations such as FERPA, FISMA and the Privacy Act. Exercise signatory authority for official documents in accordance with delegated authority. Assure that the negotiation of federal and corporate contracts and other complex agreements are coordinated with other Yale offices as appropriate, such as the Office of General Counsel, the Office of Cooperative Research, and Corporate and Foundation Relations. Position Description: 1. Review, revise and negotiate complex agreements referred by the Director of International Agreements or other GCA Senior Leaders, ensuring compliance with Yale and sponsor policies in a timely fashion. 2. Articulate the mission, vision and values consistent with overall GCA priorities and strategies. 3. Provide guidance to the GCA teams and staff on contract terms and conditions such as intellectual property, indemnification and research compliance. 4. Help to balance the assignments of GCA contract reviewers to align skills and resources with customer needs and variable work flows. 5. Foster good communication within GCA and between GCA and its customers. 6. Keep abreast of laws, regulations, external and internal policies and procedures governing the administration of corporate contracts and other complex agreements, and serve as a resource to other central administration units and to faculty and staff. 7. Obtain all necessary clearances prior to obtaining authorization for submission. 8. Sign official documents related to grants and contracts in accordance with delegated authority. 9. Review, authorize and transmit grant and contract proposals to sponsors; obtain appropriate prior approvals as required by University policies. 10. Ensure the timely and accurate entry of sponsored award data into the University's electronic data tracking systems (ORACLE, InfoEd, COEUS or other similar systems). 11. Serve as backup to the Director, International Agreements and GCA Team Leaders as needed in the areas of federal contracts, corporate contracting and export controls. 12. Represent GCA on committees. 13. Perform additional functions, activities or projects as assigned.
Desired Skills Qualifications: 1. Bachelor's Degree in a relevant field and five years of related experience in one or more of the following: government contracting, subcontracting and/or licensing in a commercial, University and/or government setting; or an equivalent combination of education and experience. 2. Strong understanding of contract language, strong negotiation skills. 3. Knowledge of terms and conditions associated with contracts/agreements, such as clinical trial, confidentiality, publication, indemnification, intellectual property and other such terms. 4. Thorough working knowledge of PC-based tools including Excel, database administration and other related software. 5. Experience in federal contracting. 6. Preferred: Advanced degree such as JD or MBA; Certified Associate Contract Manager (CACM), Certified Professional Contract Manager (CPCM), or Fellow designations from the National Contract Management Association (NCMA) or equivalent experience in negotiating corporate and government contracts; five years of managerial or supervisory experience in a leadership position; knowledge of financial and administrative policies and procedures relating to the management of sponsored programs in a University setting; experience and/or training in negotiating skills and techniques; knowledge of issues related to research compliance, human subjects research.
